At the start of World War II he joined the full-time Volunteer Defence Force and became an instructor in bomb disposal and latter mapping and field sketching. After the war he set up a private art school on the farm using the barn as a studio. Perhaps the result is a shade theatrical; but at least the method has individuality in it.
Powder worked for the Police Department in Rockhampton in the years before returning to his home at Woorabinda, Central Queensland. Shortly thereafter Bustard was transferred to Townsville to work at the Garbutt Airforce Base where this portrait was probably painted. He worked initially as a stockman. He understood what it was like to get into an interesting pose.
On his return in he worked for a short time as an illustrator for a newspaper, before being appointed in to the staff of the East Sydney Technical College, later the National Art School in Sydney.
He remained there until as a major force in the training of several generations of Sydney artists. The Archibald, which celebrates its centenary this year, has been a magnet for debate since its inception partly because of what these paintings reveal about the country around it, and how that reconciles with the stories that Australians like to tell about themselves.
To sift through the history of the prize, from the winners to the finalists, to consider the faces both recognised and neglected, is to encounter a wonderfully messy narrative, forever contested and evolving. No wonder the crowds come. Australia has other art competitions, including the Moran, which is a richer portrait prize, but none have the conversational impact of the Archibald. The paintings selected offer insights into the cultural, political and social obsessions of the time.
And when we examine the reactions to that selection, clear prejudices and enthusiasms emerge. All this, of course, is one function of a portrait gallery, whether in London or Canberra or beyond: to reflect the society around it. The difference here, and the reason the Archibald generates such fascination, and such heat, is that the experiment is refreshed every year.

Every year the Gallery hosts around twenty exhibitions of local, national and international significance, in addition to ongoing and evolving displays of the permanent collection.
The Gallery was the first public art venue to open east of Melbourne. It continued to operate as a community gallery until , when it came under the management of the newly formed Wellington Shire Council.
Part of the reason is probably that many of the paintings feature well known Australians such as actors, sportspeople, and politicians, making the art more accessible than other genres.
It is also longer running with a richer tradition than the newer established portrait prizes.
